Ormond Beach Impact Fees

The City of Ormond Beach has assessed impact fees for water and sewer since 1974. An impact fee for recreational facilities was added in 1987 and a comprehensive impact fee ordinance was adopted in 1990.On May 18, 2021, the City Commission authorized Resolution 2021-86 to accept a bid proposal from Raftelis Financial Consultants (Raftelis) for an impact fee study update to review and amend the water, sewer, park & recreation, stormwater, local road and mobility fees. The scope-of-work also provided a task for a feasibility analysis to add fire and police impact fees and make a recommendation if these fees should be pursued with a separate work authorization. Raftelis has provided an analysis of the existing impact fees in two studies: “Water and Wastewater Utility System Connection Fee Study” and “Municipal Impact Fee Study.”      

The purpose of this webpage is to provide information on the impact fee study including any public meetings. Public meetings to discuss impact fees

Per Florida Statutes, Section 163.31801, the Florida Impact Fee Act, the City of Ormond Beach, in conjunction with the consultants Raftelis Financial Consultants, shall conduct two meetings listed below to discuss the extraordinary circumstances regarding the City of Ormond Beach impact fee study update.  The purpose of the meeting is to review the proposed changes to the Ormond Beach impact fee schedule identified in the studies that are a result of extraordinary circumstances.  The meeting is designed to comply with Florida Statutes, Section 163.31801, to necessitating the need to amend the impact fee schedule.

All persons having an interest in the impact fee study update meeting are invited to attend and participate at this meeting.  The meeting will also be offered via Zoom at:
