The City of Ormond Beach participates in the National Flood Insurance Program (NFIP), allowing property owners within the City limits to acquire Federal flood insurance policies for properties subject to flood hazards. Community Rating System - Additionally, since 1992, the City has participated in the Community Rating System (CRS), a Federal Emergency Management Agency (FEMA) program that qualifies the City for reduced rates on flood insurance policies. The rating given is based on activities that the City performs over and above the minimum national standards required by the NFIP that reduces the community’s flood damage potential. Discount for City residents - To date, the City has a CRS rating of “7,” meaning that flood-prone properties within the City receive a 15% discount on their flood insurance policies. Properties not within a flood prone area, but electing to carry flood insurance, receive a discount as well. Be Aware of Flooding Potential - One of the main objectives of the CRS Program is to make citizens aware of issues related to flooding, such as the flood zone designation for property in the City, the need for flood insurance, design and retrofit practices for structures in flood hazard areas, and how to prepare property for a flood event. Flood Insurance Maps at the Library and Planning - In an effort to promote public education on these subjects, the Ormond Beach Regional Library maintains a reference file under "flood." This file contains Flood Insurance Rate Maps (FIRM) for Ormond Beach, Retrofit and Flood Hazard Reduction information, and numerous other books and pamphlets on flood-related topics. The materials in this file are available for reference use during library operating hours. As a requirement under the CRS program, the City’s Planning Department provides flood zone determinations and base flood elevations (where possible) for the public. The Planning Department also maintains a reference library and map depository. A form letter is available from the City, certifying the flood zone designation for properties within the City limits. Please understand, however, that official flood zone determinations can only be made by a licensed engineer, surveyor or architect. Elevation certificates are also available from our Building Department if the structure was built after 1996. Flood Insurance Discounts for "Grandfathered" Property - Currently, the City has the latest flood zone maps dated February 19, 2003. Per direction from FEMA’s regional offices in Atlanta, we have been issuing “grandfathering” letters, which allow lower rates when it is proven that the home was not constructed in a flood zone and was previously located in an “X” or “C” zone on the 1990-series or previous series (1982, 1977, or 1973) flood zone maps. Property owners will be informed that insurers and financial lenders may still require an elevation certificate prior to flood policy issuance.
