City Manager Joyce Shanahan

 

Joyce Shanahan began as City Manager of Ormond Beach in February, 2009.  Before coming to Ormond Beach, Ms. Shanahan served as the City Manager of Fort Walton Beach, Florida, starting 2003.  Prior to that, Ms. Shanahan served as Finance Director for Fort Walton Beach from 1997 until 2003, and has been working in local government since 1985.

 

In addition to receiving many awards and recognitions, in 2008, Ms. Shanahan was a finalist for City Manager of the Year in the Florida League of Cities, Cities of Excellence Awards.  She is involved in many professional organizations, both national and state, as well as many community organizations.

 

The City Manager is the chief executive officer of the City who leads the organization and provides executive leadership necessary to carry out the mission, goals, and policies established by the City Commission. The City Manager's office is responsible for administration of all City services and enforcement of all laws pursuant to the City Charter, including: 1)appointment and removal of all employees (except City Attorney and the Attorney's staff, 2) operational and financial management of City services, 3) preparation and submission of an annual operating and five (5) year capital improvement program, 4) keeping the City Commission informed as to the financial condition and future needs of the City, 5) signing contracts on behalf of the City, 6) preparation of the City Commission's meeting agendas, and 7) implementing and administering the policy directives of the City Commission within the parameters of the City Charter.
