The Finance Department is a support department consisting of several program areas that provide services and information to the City and its citizens:

 

The Accounting and Payroll program is responsible for maintaining the City's integrated financial accounting system, overseeing the activities of 45 funds.  The program is responsible for the processing and recording of all financial transactions (receipts and disbursements) in the City, including payroll processing for 400 employees, revenue collection, accounts receivable, accounts payable, pension administration services for retired City employees, investment of City funds, and debt administration.

 

The Finance Department produces the City’s Comprehensive Financial Report (CAFR).  The City of Ormond Beach has received a Certificate of Achievement for Excellence in Financial Reporting for the CAFR annually since it began participation in the program in 1990.  The certificate program is administered by the Government Finance Officers Association (GFOA).  A certificate is valid for a period of one year only.  The certificate of achievement is the highest form of recognition in the area of government accounting and financial reporting.  To achieve the award, the CAFR must be judged by an impartial panel to meet high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate the City’s financial results and status for the year.  The CAFR is submitted to the GFOA certificate program each year for review upon completion of the annual audit.   Finance reports (current and prior) are available for review below.

 

The Utility Billing and Customer Service program administers the City's integrated utility billing and customer information system, which includes monthly meter reading, billing and collection, and customer service support. This program produces approximately 265,000 statements annually for water and wastewater service, stormwater utility, solid waste collection and recycling and performs approximately 262,000 meter readings per year.  The city also provides water services to areas north of the city limits on the peninsula and mainland areas.  Contact (386) 676-3209 for application of water services outside the city limits.
